About The State Transportation Survey

The End Markets Development Committee, with the assistance of the University of Florida, documented a survey of the state Departments of Transportation across the country and all 50 states’ acceptability criteria for recycled asphalt shingles (RAS), recycled concrete aggregate (RCA), and recycled glass in hot mix asphalt (HMA) applications as well as highway and bridge projects.

In the United States, 14% of states allow the use of RAS in road base, and 53% allow the use of RAS in HMA; 37% allow the use of RCA in road base, and 14% allow the use of RCA in HMA; 14% allow the use of glass in road base, and 24% allow the use of glass in HMA. This report consolidates by state the specifications for the use of these three recycled materials in transportation projects.

CDRA members can use this as a guideline to approach their state Department of Transportation and pursue incorporating recycled product in these applications. On a broader scale, it can also be used to understand, navigate, and push the national framework for the use of recycled product in infrastructure projects.
